Change of address in DL (Other state DL) - Bangalore

I wanted to have a DL in smart card format. I belong to UP and usually there one gets the DL in book or a page format. I was thinking to apply for a new DL in bangalore and go from Learning to Actual driving license.

But some guys over web has said that the address change happens for the local DL.

So I went to Electronic City RTO and inquired about it. 

1. Went straight to an old lady(Looks to be PRO) who seems to be very busy at 11 in morning. And asked for the process. She was speaking local language which I am completely unaware of being new to bangalore. :). I also asked for what the address proof required. I had with me lot of things to prove that I stay in bangalore like, Electricity bill of my flat(rented accommodation of mine) which is in name of President of society, Rent Agreement, My wife passport( which she just renewed couple of days ago with my name in it), Marriage Certificate. I carried with a thought that some combination should work.

The lady agreed for Rent agreement + Electricity bill but she said that its not in her hand. The top officer should agree to it. Any ways I continued after that.

2. I heard from her Form-7. I asked her where to get this form (although she had lots of forms with her).

She said you will get it downstairs. A tout was standing just in front of her. He said that he will get it done for me,.

I asked him, how much you will charge and how many days. He said he will take some 2000 bucks and in 30 days he will hand it over. I asked for the confirmation that my DL is of other state. He said it can be done.(Atleast I got the confirmation that the outside DL address change happens). He told me in Hindi "Form-7 le lo neeche milega."

3. I went downstairs to check if some official is giving the forms. Saw a place where lots of people have gathered and they had Form-7 in their hand. Asked the person, please give one to me. He asked " are you from some driving school". I said no. And I had no clue from where to get the DL.

4. I went upstairs again and asked the lady. The tout was still there. He said that you will get it at Xerox shop. I went to a shop in front of RTO office. He gave me Form-7. Saw a lady who was also taking the same form and a letter kind of thing. I also took both the forms (Form-7 and Address change request letter) and filled with my Permanent address and the temporary address of Bangalore.

On Address change request its required to fill the local address. (its a letter addressing the RTO Officer)

5. After that I again went to the same lady, and she said with direction that go to Superintendent . I handed him all the address proofs along with my Pan card copy. He looked at all and didn't looked satisfied. Then I asked her that my wife passport has same address and I have given the marriage certificate copy also. He said ok remove the rent agreement as that will not work. And he got busy with other person.

6. I kept standing there. An another lady was sitting beside him. After finishing the people in her queue, she looked at me. I didn't go to her initially with the thought that again I have to explain her the things and what if she do not agree. But after waiting for a minute and seeing that another officer is busy she called me. GOSH..I went to her and she started to look at the proofs. I told her that the other officer has agreed for these documents.

7. I was amazed to see, that without saying a word she just wrote down the fee of 320/- on both the forms and asked me to go and submit the fee.

8. I went to payment counter. There was a lady who was collecting the prints and pasting a sticker and these guys seemed very busy as they have a huge set of payments to receive. 

9. The lady asked from her eyes.. :-). I told her that I want to pay fee for Address change of other state DL.

10. The man who was entering the data and taking the money, took the form from me along with money. And gave me receipt. I confirmed from him to be sure "If this fee is for Smart Card only". He said yes, and then I asked what to do with the form and receipt.

11. He said that take the signature of top official which was on my left side. 

12. I saw a huge queue there, with  people having forms tied with ball pin. Also some of them had envelops with stamps who wanted to have address change.

13. I again went to the Xerox shop and asked about the envelop with stamps. He gave it to me after sticking 25 rs stamps. for rs. 30.

14. I stapled all of them and then went to the queue. The queue was moving very fast and a lady was there to guide the queue and also to ask the individuals to go in the officer's room. She also said, keep the mobiles off. 

15. My number came, and I went straight to the officer. He was talking to some one. He did not looked at the documents, but just signed.

16. I went to the lady who initially verified my docs and asked what to do now. She said deposit it to the next lady sitting there.

17. I went to that counter and the lady sitting there has huge set of docs from driving schools I think. She was noting down the entries in the register. She asked me, and saw my docs again. And said in kannada, photograph. I asked her where. She said with her finger upstairs.

18. I remembered that while getting DL at my Native they took finger scan and computer photograph.

19. I went upstairs and saw that there were two counters. I took the seat where it was empty. The lady took my forms, asked me to scan my left thumb impression, Sign on white board with digital board, and look at the web cam so that she can take the picture. The process finished in 30 sec.

20. I went again to the other counter, and asked the lady that my computer picture is done. She took the form and made one entry in her register. Also she stapled my Book DL along with the forms and wrote a number on the front with date. This is like an acknowledgement.

21. She asked me to get the front page Xeroxed. I again went to the shop and get it Xeroxed.

22. I asked her, when I will receive the DL. She said 30 to 45 days.

Now I am waiting.... hopefully I will get it in 45 days...  :)

The whole process ended in 1 hours and I left to office happily that day with a surprise.

It was my fourth experience dealing with Govt officer in bangalore.

First one was, Getting the Birth  registration of my newly born kid.

Second, Getting passport renewed with my name endorsed in my Wife passport.

Third, Getting passport of my kid

Fourth and latest Address change of other state DL.

No bad experience..No extra money paid yet...
